Lt. Cy Bleistine
New Jersey State Police, Cyber Crimes Unit

Cy Bleistine is a Lieutenant with the New Jersey State Police and currently heads the Cyber Crimes Unit.  He has over 23 years of law enforcement experience.  He began working in the field of high technology investigations in 2005.  He has instructed law enforcement officers on technology related investigations and provided instruction to the public on general guidelines for Internet Safety.  In addition to his duties as the leader of the Cyber Crimes Unit, he has been the commander for the NJ-ICAC Task Force and is currently the head of the New Jersey Cyber Terrorism Task Force.

Caroline Conboy is the Executive Vice President of Brown and Brown Metro, Inc. and Public Risk Underwriters of New Jersey, subsidiaries of Brown & Brown. Brown & Brown is currently ranked as the 6th largest independent insurance intermediary organization in the US and 7th based in the world. Caroline is also the Administrator of the Statewide Insurance Fund which provides insurance/reinsurance/excess insurance placements for over 80 public entities throughout the State of New Jersey.In conjunction with her role as Administrator of Statewide, she works with public entities on vulnerability assessments, risk control and education of employees regarding cyber security.

Dave has been working with server virtualization since 2002 and has acted as a trusted advisor since 2005. During this time, he has assisted many customers with assessing, planning, designing and implementing enterprise-level solutions. Previous to consulting, he worked at a major disaster recovery services company, where he assisted in recoveries during disasters such as 9/11, and hurricanes Katrina and Rita. Dave currently holds the VMware Certified Design Expert – Data Center Virtualization (VCDX-DCV) credential for VI3, vSphere 4 and vSphere5. He is one of about 217 VCDXs worldwide and a VMware Certified Professional in VI2, VI3, vSphere 4 and vSphere 5. He also holds several certifications from EMC, Cisco, HP, Red Hat, Citrix, Brocade and Symantec.

Michael Geraghty
Chief Information Security Officer, New Jersey

Michael Geraghty is New Jersey’s Chief Information Security Officer and the first Director of the New Jersey Cybersecurity & Communications Integration Cell (NJCCIC) located at the Regional Operations Intelligence Center. Director Geraghty manages the day-to-day functions of the NJCCIC, the State’s central hub for cyber operations and resources. Geraghty brings a wealth of public- and private-sector experience to this role, having served as Chief Information Security Officer (CISO) of the Hudson’s Bay Company, Chief Information Officer of the National Center for Missing and Exploited Children, and Vice President of High Technology Investigations at Prudential Financial. Previously, Geraghty served 12 years with the New Jersey State Police, where he led the formation and development of the High Technology Crimes Investigations Unit. Geraghty has lectured extensively throughout the world on the topic of cybersecurity, high tech investigations and computer forensics, providing technical and investigative assistance to law enforcement agencies both domestically and internationally, including the FBI, Secret Service, Department of Homeland Security, Naval Intelligence, New Scotland Yard, and the Royal Newfoundland Constabulary Service. He has provided expert testimony before Congress and in federal, state, and international courts on computer crime investigations and forensics. Geraghty is also a past president of the Northeast Chapter of the High Technology Crimes Investigation Association and has held leadership roles in the National Strategic Policy Council on Cyber and Electronic Crime. Geraghty earned his Bachelor’s Degree from Thomas Edison State College.

Eugene Kipniss is a Senior Program Specialist for the Multi-State Information Sharing and Analysis Center, a division of the Center for Internet Security. He works on the Stakeholder Engagement team with our nation’s State, Local, Territorial, and Tribal (SLTT) governments in order to provide them with access to the many MS-ISAC services and information products which support organizational security posture and awareness. Eugene focuses on managing the accounts of hundreds of MS-ISAC member governments and organizations across the Northeastern and Midwestern U.S. Additionally, he co-chairs the MS-ISAC’s Education and Awareness working group that focuses on bringing cybersecurity knowledge to both end-users and IT staff alike.
