Michael Geraghty is New Jersey’s Chief Information Security Officer and the first Director of the New Jersey Cybersecurity & Communications Integration Cell (NJCCIC) located at the Regional Operations Intelligence Center. Director Geraghty manages the day-to-day functions of the NJCCIC, the State’s central hub for cyber operations and resources. Geraghty brings a wealth of public- and private-sector experience to this role, having served as Chief Information Security Officer (CISO) of the Hudson’s Bay Company, Chief Information Officer of the National Center for Missing and Exploited Children, and Vice President of High Technology Investigations at Prudential Financial. Previously, Geraghty served 12 years with the New Jersey State Police, where he led the formation and development of the High Technology Crimes Investigations Unit. Geraghty has lectured extensively throughout the world on the topic of cybersecurity, high tech investigations and computer forensics, providing technical and investigative assistance to law enforcement agencies both domestically and internationally, including the FBI, Secret Service, Department of Homeland Security, Naval Intelligence, New Scotland Yard, and the Royal Newfoundland Constabulary Service. He has provided expert testimony before Congress and in federal, state, and international courts on computer crime investigations and forensics. Geraghty is also a past president of the Northeast Chapter of the High Technology Crimes Investigation Association and has held leadership roles in the National Strategic Policy Council on Cyber and Electronic Crime. Geraghty earned his Bachelor’s Degree from Thomas Edison State College.

Eugene Kipniss is a Senior Program Specialist for the Multi-State Information Sharing and Analysis Center, a division of the Center for Internet Security. He works on the Stakeholder Engagement team with our nation’s State, Local, Territorial, and Tribal (SLTT) governments in order to provide them with access to the many MS-ISAC services and information products which support organizational security posture and awareness. Eugene focuses on managing the accounts of hundreds of MS-ISAC member governments and organizations across the Northeastern and Midwestern U.S. Additionally, he co-chairs the MS-ISAC’s Education and Awareness working group that focuses on bringing cybersecurity knowledge to both end-users and IT staff alike.

Jesse Fulger
Business Development Specialist, Center for Internet Security

Jesse works in Business Development for the Center for Internet Security (CIS), a nonprofit organization comprised of over 3,000 SLTT members. CIS focuses on improving cyber security for public and private entites alike. Jesse is responsible for the CIS CyberMarket, the aggregate purchasing initiative within CIS. CyberMarket allows municipal governments the opportunity to purchase a wide variety of products and services applicable to security at a discount CIS negotiated on their behalf. To date, CIS CyberMarket has saved the taxpayer over $4 Million Dollars. Before CIS, Jesse worked in the financial services industry. Jesse is also a member of the US Army National Guard.

Jesse holds a Bachelor of Science in Accounting from Norwich University, the Military College of Vermont which is America’s oldest private military college. In his spare time Jesse moonlights as the offensive line football coach at Hudson Valley Community College in Troy, NY.
